Fluency is absolutely not a boolean state - something you are or are not. You may have your own opinions on the answers to some of my questions, but there is no universal agreement on it. There is no line that everyone agrees on. What if I can communicate easily and effectively, but it's in child-like terms/simple language (think how a child talks as compared to an adult)? Am I fluent? If I can understand some accents in the native language but not others, am I fluent? If I can communicate easily and effectively - get my point across and get what I need - but I use poor grammar, am I fluent? level class and hold an intelligent discussion with the other students? Do you mean you can communicate basic life situations (travel, shopping, etc)? Or do you mean I am capable or working a job and conducting business negotiations? Or do you mean you can attend a Ph.D.
